Dr. Badran is a senior strategic Ecosystem-based Coastal Management and Blue Economy expert, Research Scientist and Projects Manager with over thirty years of leadership in coastal and marine environmental research, monitoring, and sustainable coastal management. His work bridges science, policy, and development to strengthen naturally healthy environment, climate resilience, and sustainable financing in coastal and marine ecosystems. He has designed, managed, and implemented numerous large-scale national, regional and international programs across the Red Sea and Gulf of Aden, and the European Mediterranean region, in collaboration with international organizations including UNDP, UNEP, IMO, World Bank, EU and UNIDO. Dr. Badran led the initiative of establishing Jordan’s National Coastal Environment Monitoring Program in its three components seawater column physical-biogeochemistry, benthic habitats, namely coral reefs and fish assemblages, running since 2000, and contributed to establishing Aqaba Marine Park in its first draft “1997-2000” and in preparing its Development Plan in the recent draft “2022- 2024” encompassing Aqaba Marine Reserve, Aqaba Science Park and Marine Aquarium.
He contributed to major Environmental and Socioeconomic Impact Assessment Studies for strategic investments including Aqaba Science Park and Marine Aquarium construction “2024”, Aqaba Amman Water Desalination and Conveyance “2021-2022” and the Private Sector endeavor of Artificial Crown Reef “2019”. He reviewed and updated the Workplan of the National Coastal Environment Monitoring Program through a consultancy with UNDP in 2018-2019. He also contributed to developing high-value funding proposals and blue economy programs, including the GFCR Gulf of Aqaba Resilient Reefs Program, EU-support to Aqaba Science Park Research and Development Program, and the Canadian “GAC” supported project Inclusive Coastal Ecosystem Biodiversity and Resilience on the Jordanian Coast of the Gulf of Aqaba. Most recently Dr. Badran had the role of the Marine Expert in the EU Team of consultants for establishing a Technical Assistance Program to the Green Economy in Jordan, particularly concerning Aqaba Amman Desalination and Conveyance, which will provide about 25% of Jordan’s fresh water need by the year 2030.
