Mexican Marine Biologist, BSc (UABCS, México: 1979-83), w/graduate course-work, MSc & PhD, in the marine sciences (CICIMAR-IPN, México: 1984-87), and in systems ecology and energy analysis developing computer models about the systemic interactions of economic growth over environmental degradation for policy assessment in Mexico (SUNY/ESF, USA: 1994-98), respectively. Is an Entrepreneur Sociologist, Dive Instructor, and Data Analyst. She is a highly self-reliant and multidisciplinary professional, combining expertise in social research, statistical data analysis, marine conservation, and entrepreneurship. A Professional Dive Instructor (PADI/SSI) and Eco Diver (Reef Check, 2024), Ms. Al Lulu bridges academic rigor with field-based environmental engagement in Jordan, the UAE, and Egypt. With a Bachelor’s degree in Sociology and Social Work (Honors) from Ajman University, she has served as a Teaching and Research Assistant in sociology and quantitative research. Her work involved mentoring research students in social and ecological statistical analysis applying tools such as SPSS and R for assessing community dynamics, social behavior, development trends and linking community well-being with sustainable development. Parallel to her academic work, Ms. Al Lulu built an early age strong career in marketing entrepreneurship, developed into freelance touristic dive guiding and coral reef monitoring following well-established blue economy principles. Is an Integrated Coastal Zone Management (ICZM) Specialist with a Ph.D. in Environmental Management and Regional Planning from Saint Joseph University of Beirut and an M.Sc. in Physical Geography focused on marine studies. She has completed extensive multiple regional and international trainings with IUCN, FAO, ESA, and MedPAN. Raghda has extensive experience in coastal and marine conservation in Lebanon, including serving as an Ecosystem-Based Management Expert for the EcoPeace project on the Tyre Coast Nature Reserve (TCNR), where she integrated socio-economic assessments, stakeholder engagement, and remote sensing analyses to support sustainable blue tourism and climate–war impact evaluations. She contributed to the MED4EBM project under ENI CBCMED / Interreg NEXT Med as an ICZM Expert, leading data management, spatial planning, and the development of action and monitoring plans. Her technical strengths include GIS and remote sensing, shoreline change analysis, marine spatial planning, biodiversity and fisheries monitoring, and the use of Integrated Spatial Planning (ISP) tools. She has authored several scientific publications on coastal dynamics, environmental impacts, and community participation in ICZM.
