Dr. Badran is a Strategic Ecosystem-based Coastal Management and Blue Economy Expert, Research Scientist and Projects Manager with over thirty years of leadership in coastal and marine environmental research, monitoring, and coastal management. His work bridges science, policy, and development to strengthen naturally healthy environment, climate resilience, and sustainable financing in coastal ecosystems. He has designed and managed several large-scale national, regional and international programs across the Red Sea and Gulf of Aden, and the European Mediterranean region, in collaboration with international organizations including UNIDO, UNEP, IMO, UNDP, World Bank and the EU. Is an Integrated Coastal Zone Management (ICZM) Specialist with a Ph.D. in Environmental Management and Regional Planning from Saint Joseph University of Beirut and an M.Sc. in Physical Geography focused on marine studies. She has completed extensive multiple regional and international trainings with IUCN, FAO, ESA, and MedPAN. Raghda has extensive experience in coastal and marine conservation in Lebanon, including serving as an Ecosystem-Based Management Expert for the EcoPeace project on the Tyre Coast Nature Reserve (TCNR), where she integrated socio-economic assessments, stakeholder engagement, and remote sensing analyses to support sustainable blue tourism and climate–war impact evaluations. She contributed to the MED4EBM project under ENI CBCMED / Interreg NEXT Med as an ICZM Expert, leading data management, spatial planning, and the development of action and monitoring plans. Her technical strengths include GIS and remote sensing, shoreline change analysis, marine spatial planning, biodiversity and fisheries monitoring, and the use of Integrated Spatial Planning (ISP) tools. Trained in France at the University of Lille I and ENSG, he spent 15 years at the Royal Jordanian Geographic Center before serving as the Head of the GIS Directorate at Aqaba Special Economic Zone Authority “ASEZA” from 2002 to 2019.
A trilingual consultant for the UNDP and World Bank, Eng. Ashur has spearheaded foundational projects, including Jordan’s National GIS Strategy and various international marine biodiversity and coastal management initiatives.
