Mexican Marine Biologist, BSc (UABCS, México: 1979-83), w/graduate course-work, MSc & PhD, in the marine sciences (CICIMAR-IPN, México: 1984-87), and in systems ecology and energy analysis developing computer models about the systemic interactions of economic growth over environmental degradation for policy assessment in Mexico (SUNY/ESF, USA: 1994-98), respectively. Appointed as Associate Program Manager for the executive supervision and maintenance (i.e. monitoring and evaluation) of the project "Conservation of Biodiversity in Natural Protected Areas of Mexico", a major component of Mexico's Environmental Program, as funded by the Global Environment Facility of the United Nations and the World Bank, and then as Deputy Director for Interinstitutional Cooperation (International Environmental Affairs) both at the National Institute of Ecology (INE/SEDESOL @ Mexico City, DF: 1993-94).
On returning from graduate school (1997-98) served as staff advisor to the Ministry of Energy at its National Commission for Energy Conservation (SE/CONAE @ Mexico City, DF) and its Division of Energy Policy and Development (SE/SPDE @ Mexico City, DF). By the end of 1998, appointed as staff advisor to the Presidency of the National Fisheries Institute (INP/SEMARNAP @ Mexico City, DF). Teaching positions at that time included adjunct professorships of the Department of Policy and Social Sciences at the Universidad Iberoamericana (UIA @ Mexico City, DF) for a seminar on Environmental Economics, for several special sessions of the “Sustainable Development and Environment” advanced training program, and also within the graduate program on “Environment and Integrated Development” at the Centro Interdisciplinario de Investigaciones y Estudios sobre Medio Ambiente y Desarrollo of the Instituto Politécnico Nacional (CIIEMAD- IPN @ Mexico City, DF).
Between 1999-2003, Director of INP’s Regional Centre for Fisheries Research at La Paz (Baja California Sur, México). Adjunct professor for the Master’s Program on “Economics of the Environment and Natural Resources” at the Economics Department, and for the “Marine and Coastal Sciences” graduate program, both of the Universidad Autónoma de Baja California Sur (UABCS @ La Paz, Baja California Sur: 1999-2007), conducting seminars on “Systems Ecology and Energy Analyses”, “Ecology of the Economic Process”, “Sustainable Development”, and “Marine Resources Management”.
Served as Deputy Director of Environmental Policy, at the Ministry of the Environment & Natural Resources, implementing a comprehensive ocean zoning program at the Gulf of California Large Marine Ecosystem, and advising the Directorate on several issues of energy and climate change-related impacts in the region –current and projected (SEMARNAT @ Mexico City, DF: 2007-2009), and then as Associate Consultant for the firm Servicios de Infraestructura y Equipamiento, to design ecological planning and urban development projects at the local and regional scales (SIE @ México City, DF: 2010-2011).
Amid several consulting capacities, directs temporal professional consortia offering research and strategic science-based policy assessment, management, advocacy and crisis control services involving marine and estuarine resources and habitat issues. Supervised or participated in developing natural resources management plans, diagnostics, participatory appraisals, etc., at the state and regional levels (QProQ & Asociados: 2003-07, 2015-; ProCoDeS/CoNANP/SEMARNAT, 2016-2018; BetaDiversidad/CoDeMar: 2016-2018); Acting Director of Research & Operations at the International Research Center of the Sea of Cortez (SURMAR- ASIMAR – Santa Rosalía, BCS: 2019), and Asociate Consultant for the Decade of Restoration, PNUMA- México: 2022-23.
Additional professional experiences in the field include several oceanographic cruises through the west coast of Baja California and the Gulf of California (1985-87), and the California state offshore (2003). Visiting scientist at the University of California (Bodega Bay, CA: 1987), the American Museum of Natural History (New York City, NY: 1990), the University of New Mexico's Technology Application Center (Albuquerque, NM: 1992), and the National Oceanic and Atmospheric Administration (San Diego, CA: 2003).
Scientific production includes more than 60 presentations in congresses, symposia, conferences and/or seminars, scientific reports and some 30 publications in peer reviewed journals, national and international (1982-). Member of several national and international scientific and professional societies, with main interests in systems ecology, energy analysis & resource quality, modeling interdependent social, economic and environmental processes for policy analysis and deployment, time series/trends analysis, global climate change, and environment and development economics.
